Exchanging your Driving License

The rules for driving in the Netherlands depend entirely on where your license was issued—and whether you fall under the Expat Scheme (Expatregeling).

How long can you keep driving?

Once you register at a Dutch municipality (BRP), the clock starts ticking based on your nationality, the origin of your driving license, and whether you have the Expat Scheme.

You can drive for 185 days after your BRP registration. After that, you must pass the Dutch theory and practical exams to get a Dutch license (unless your country has a special treaty).

The Exchange Process

If you are eligible to exchange your license (either through a country treaty or the Expat Scheme), you must follow these steps:

  1. Health Declaration: Apply for a 'Verklaring van geschiktheid' (Certificate of fitness) via the CBR website.
  2. Town Hall Appointment: Make an appointment with your local municipality.
  3. Hand it in: Bring your documents and your Expat Scheme approval letter. You must hand over your foreign license during the application.

Note: You are not legally allowed to drive while your application is being processed by the RDW, as you will not have a physical license in your possession.

What happens next?

Once your Dutch license is ready, you can pick it up at the town hall. You are then fully legally permitted to drive, buy, or import a car in the Netherlands.
