How to set up electricity & gas in the Netherlands without a BSN

You got the keys to your new Dutch apartment, but the lights are off. When you try to sign up with Vattenfall or Eneco, the form requires a BSN (Citizen Service Number) and a Dutch IBAN. But your municipality appointment isn't for another 4 weeks. What now?

Who is this guide for?

  • Expats who have signed a rental contract
  • International students waiting for a municipality appointment (BRP)
  • Anyone who needs electricity but doesn't have a BSN yet

The Expat Utility Catch-22

In the Netherlands, standard energy providers require a direct debit (automatische incasso) to be set up on a Dutch bank account. To open a Dutch bank account (with the exception of a few neo-banks), you need a BSN. To get a BSN, you need to register at the municipality.

This creates a frustrating loop for new arrivals. Fortunately, you don't have to sit in the dark. There are specific expat-focused services designed to bypass this exact problem.

The Solution: Expat Concierge Services

"Concierge services" act as an intermediary between you and the major Dutch utility companies. Because they specialize in expats, they accept a foreign passport and your signed rental agreement as proof of identity, bypassing the immediate need for a BSN and a Dutch IBAN.

They will activate the connection in your home immediately and set you up with a provider. You are usually given a grace period of 3 to 6 months to provide your BSN and Dutch bank details once your municipal registration is complete.

What about Water?

Unlike electricity and gas, the water market in the Netherlands is not privatized. You cannot choose your water provider; it is determined by your postal code (e.g., Waternet in Amsterdam, Evides in Rotterdam). Water companies are government entities and are usually more lenient regarding the BSN if you can provide a signed tenancy agreement. Concierge services can also set this up for you.
