The 90-Day Rule

By Dutch law (Wwft), every bank must eventually register your Citizen Service Number (BSN) for tax purposes. If a bank allows you to open an account without one, you are legally required to provide it within 90 days. If you fail to do so, your account will be frozen or closed.

Option 1: Online Neo-banks (Fastest)

The easiest and most popular route for newly arrived expats is using a licensed European Neo-bank. Because these banks operate entirely via mobile apps and cater to international users, their KYC (Know Your Customer) systems are designed to handle non-residents.

  • Instant setup: Accounts are usually active within 5 to 10 minutes.
  • No address proof required immediately: You can often sign up using your foreign address or a temporary hotel/Airbnb address.
  • Full iDEAL integration: You get a fully functional Dutch or European IBAN that works with the Dutch iDEAL payment system.

Option 2: Traditional Banks (Expat Desks)

Some traditional banks (like ABN AMRO) have special "Expat Desks" that allow you to open an account before receiving your BSN. However, the process is much stricter.

  • Slower process: You often need to schedule a physical or video appointment.
  • Strict documentation: You must usually provide a signed employment contract from a Dutch company.
  • Dutch address needed: You often need proof of a registered residential address in the Netherlands, which is hard to get without a BSN.

Compare banks with no BSN requirement

If you need an active Dutch IBAN today to sign a lease or receive your first salary, these mobile banks accept expats instantly based on passport verification.
